You know, that would work! A large grid, something akin to a DM screen to keep your opponent from seeing your board, and each turn you get a choice of move one ship or fire. Maybe you just use shot glasses as the entire ship (every ship is just one square), and you just tell your opponent when they were close?

I've made a rough cut at a game inspired by this: Mole Hunt
Throwing acid at their eyes can kee them from seeing your board.
This has been known to work for centuries, and virtually guarantees that you will win at any board game. I don't know about the move/shoot part.
